What is the difference between an AI agent and a rule-based chatbot?

A rule-based chatbot follows a fixed script: it only answers what someone anticipated, through buttons and keywords. An AI agent understands free-text messages, decides the next step and uses tools, such as looking up the CRM or booking a meeting. When it is not confident in an answer, it hands the conversation to a person (handoff).

What are the numbers, with sources?

  • Anthropic separates two kinds of system: workflows, where the model and tools follow code paths defined in advance, and agents, where the model directs its own process and chooses its tools (article of December 19, 2024). (Source: Anthropic, Building effective agents)
  • OpenAI states that applications which use a language model but do not let it control workflow execution, such as simple chatbots, are not agents. (Source: OpenAI, A practical guide to building agents)
  • The same OpenAI guide points to agents for 3 situations: complex decision-making, rules that are hard to maintain and heavy reliance on unstructured data. (Source: OpenAI, A practical guide to building agents)
  • Anthropic’s documentation recommends explicitly allowing the model to say "I don’t know", a technique it says can drastically reduce false information. (Source: Anthropic, Reduce hallucinations)

How does a rule-based chatbot work?

A rule-based chatbot is a decision tree. The customer taps a button or types a keyword and the bot returns an answer someone wrote in advance. When the question falls outside the script, the bot does not understand it and shows the menu again.

What can an AI agent do that a chatbot cannot?

The agent reads the message as it arrives, typos included, and decides what to do. It can look up the order, update the lead in the CRM, book a slot in the calendar and reply with the real data.

When is a rule-based chatbot still enough?

When there are few questions and they are always the same, such as opening hours, a copy of an invoice or the address. A simple automation without AI then costs less and makes fewer mistakes.

Common mistakes

  • Calling a button menu an agent because a language model rewrites the replies.
  • Launching an agent without a handoff rule: when it does not know, the customer gets no answer or an invented one.
  • Giving the agent no access to your systems: without the CRM or the order data, it can chat but cannot solve anything.
  • Using an agent where 1 fixed flow would do: it costs more and runs slower with no gain for the customer.

How does Notkode choose between an automation and an agent?

When quoting, scope falls into one of 3 tiers: a simple automation (1 direct flow, no AI), intermediate (2 to 3 flows with light AI for classification and automatic replies) and advanced (an AI agent with conditional logic and multiple integrations). Every Notkode agent hands the conversation to a person, with its context, when it is not confident in the answer. It works on WhatsApp, email, Instagram DM, website chat or an internal system.

Frequently asked questions

Is an AI agent the same as ChatGPT?

No. ChatGPT is a general-purpose assistant. An agent uses a language model too, but with your company’s instructions, access to your systems and rules for when to hand over to a person.

Can my current chatbot become an agent?

Usually, yes. The channel (WhatsApp, website, Instagram) stays the same; what changes is what answers behind it and which systems it can read.

Can an AI agent make mistakes?

Yes. That is why an agent needs clear limits, access only to what it should read, and a handoff to a person when it is not confident.

How long does it take to launch an agent?

At Notkode, 2 to 3 weeks on a normal timeline, 1 to 2 weeks on a fast one and within 1 week when urgent.
